The Special District Association maintains a full-time staff under the direction of Chief Executive Officer Ann Terry. The SDA staff manages the day-to-day operations of SDA, develops training and educational opportunities, provides technical assistance to members, produces informative publications and represents special districts before state agencies and the General Assembly.

At the direction of the Board of Directors, the CEO is responsible for the overall management and operation of the Special District Association and protection of the organization’s financial assets while ensuring compliance with board directives.
Meredith Smith Quarles
Chief Operating Officer
Meredith is responsible for the financial and operational aspects of SDA including budgeting, financial reporting, human resources, technology, conference and trainings. Meredith also serves as the Liaison for the Colorado Special Districts Property & Liability Pool.

Megan Lippard
Editor and Communications Manager
Megan is responsible for the production of the SDA newsletter, Board Member Manual and other publications and communications for SDA. In addition, Megan coordinates all the audio visual production for the SDA Annual Conference.

Anthoney Sandoval
Senior Program Manager / Legislative & Policy Advocate
Anthoney oversees a range of critical programs and initiatives. He coordinates our Leadership Program, Scholarship Program, and Lessons on Local Government, ensuring each initiative aligns with our organizational goals and delivers impactful results. In addition, Anthoney manages all training programs, contributing to the development and growth of our membership. As a member of the SDA Policy team, he also plays a vital role in shaping and advocating for effective policies. His diverse responsibilities highlight his expertise in program management, training, and policy development.

Karla Boughey
Membership Services Coordinator
Karla is the main contact for all SDA members. She assists members with their membership renewals and accounts, event registrations and accessing resources.

Jamille is the friendly voice you hear when you call the SDA office. Jamille is responsible for all administrative tasks, office coordination, and managing key projects to help support organizational goals.
